I have the honour to transmit a copy of a

letter addressed to the Colonial Secretary by the Honorary Secretary of the Constitutional Reform Association of Hongkong covering a resolution passed at a public meeting held on the 9th. January, and a copy of the reply that I caused to be sent thereto. To this letter a reply was received of which I enclose

a copy the Association having at my request waived a suggest- -ion that Your Lordship's reply should be sent, if practicable,
